A formal complaint has been submitted against Hasanul Haq Inu, president of Jatiya Samajtantrik Dal (JaSod), in connection with the killing of seven individuals during the July Uprising in Kushtia.
The 39-page complaint was presented to International Crimes Tribunal-2, led by Justice Nazrul Islam Chowdhury, on Thursday.
The court set Sept 29 for the charge framing hearing, with an order to present Inu in court on that day.
Inu was arrested by police in Uttara in the capital on Aug 26 last year. He was subsequently interrogated in connection with multiple cases.
Prosecutor Md Mizanul Islam said, “In Sheikh Hasina’s words, Hasanul Haq Inu was her fellow warrior; we submitted a total of eight formal charges against him. The tribunal-2 has accepted eight complaints against Inu, considering our formal charges and related documents.
“The production warrant is set on Sept 29, as he has already been arrested in a different case. The court issued an order to produce him to the tribunal.”
He also said Inu was one of the partners of the 14-Party Alliance and the supreme of JaSod. He was in regular contact with Hasina, advising her on different issues while providing instructions to local police superintendents and his party cadres.
He added that Hasina used to direct the government's law-enforcing agencies and different armed cadres, including the Awami League, its affiliates, the Bangladesh Chhatra League, Jubo League, and others, to commit different types of criminal activities.
Prosecutor Mizanul told the tribunal that a phone conversation between Inu and Hasina was initially submitted to tribunal-1 on Wednesday and then submitted to tribunal-2 with expert comments and transcripts.
Mizanul said Inu gave an interview to an online portal in India called “Mirror Now”, another interview to a television channel called News 24, and another to a separate electronic media. Besides, he issued a “shoot-at-sight” order, which was included in the formal charges.
These allegations also include giving instructions as a conspirator; using drones and helicopters to identify unarmed innocent protesters; sending paratroopers to bomb and shoot; and informing the local Kushtia police superintendent of these instructions.
Mizanul said, “During the conversation, he (Inu) also said that protesters will be caught and then there’ll be news showing on the scrolls that they (protesters) were sent to jail, but originally they would be sent away, meaning the protesters would be killed.”
“Also, what appeared from the phone call is that the militant drama card would be played. The protesters would be called militants, and they would be shot dead. It would be publicised that they were killed in a militant attack. Curfew must be lifted from Aug 5, and 2,000 people from each ward must gather in Dhaka. [Islami Chhatra] Shibir’s backbone must be broken and the BNP should be destroyed.”
In the conversation, two leaders were mentioned. They are Zonayed Saki and Saiful Haque. There was a discussion on how to bring those two on board with their party (Awami League and allies). The description of torture committed under Hasina’s instruction, we get, Inu supported it wholeheartedly, said Prosecutor Mizanul.
Citing the phone conversation, Mizanul also said: “You tell your local leaders how to curb the protests. Witnesses, evidence and investigations show that local Awami League and police opened fire at several places and killed six people, and he (Inu) had a connection with giving that instruction.”
Of the eight charges, two are specific, namely the shooting of one person in the head and the shooting of six people, he said.
Inu is accused of having the superior command and leadership responsibility, Mizanul said.
