In a televised speech, Chief Election Commissioner Kazi Rakibuddin Ahmad said the EC had to fulfil its constitutional obligation.
Ruling Awami League and opposition BNP-led alliances are no nearer an agreement over the polls-time government form.
"We had been waiting for a political understanding," Ahmad said on Monday.
"But we are running out of time and hence, I am going to announce schedule for the parliamentary elections," he had said.
Headed by the BNP, the 18-Party alliance has been demanding a non-party government's supervision for the polls. Opposition Leader Khaleda Zia had termed Ahmad-led EC 'spineless' and a 'puppet at the government's hand'.
Bangladesh will go to election on Jan 5 next year. Nomination papers can be filed until Dec 2.
The BNP has rejected the schedule.
At a media briefing, the party demanded putting on hold the polls plan until it reached an agreement with the government.
CEC Ahmad said the people wanted an election to take place and hoped all the registered parties will contest it.
He also requested the feuding alliances to reach an understanding through a dialogue.
Ahmad said the army would be deployed alongside regular security agencies to maintain law and order and assured of all measures necessary to keep the voters safe.
"I'd personally like to assure everyone that we'll take every necessary measure to ensure a free, fair and neutral election," said the CEC.
