Certificates by 18 private universities illegal: UGC

Certificates signed by acting vice-chancellors of 18 private universities have been declared illegal.

But these ‘illegal certificates’ will be valid once signed by a president-appointed vice chancellor, said University Grant Commission (UGC) Chairman Prof Abdul Mannan on Thursday.

The certificates have been declared illegal but the degrees have not been cancelled, and there was an option to regularise them, he said.

“The main certificates earned by students at private universities must be signed by the vice chancellor and examination controller,” said a UGC circular.     

  The 18 universities

Isha Khan International University, ZH Sikder Science and Technology University, North Western University, Notre Dame University, Rajshahi Science and Technology University and Ranada Prasad Shaha University never had chancellors, vice-chancellors or treasurers.

>> The three key positions were also vacant at CCN Science and Technology University, Qadirabad Army University of Engineering and Technology, Syedpur Army University of Science and Technology and Comilla Bangladesh International University of Engineering and Technology.

>> Asian University and Royal University had chancellors until 2009 but the top three positions are currently vacant. 

>> There were chancellors at IBAIS University until 2012, at East Delta University since 2013, at The People’s University and Premier University until 2014. The top three spots at these institutions are currently vacant.

>> South Asia University had a chancellor until January, 2016 and German University of Bangladesh also had a chancellor until March this year. The top three positions in these universities are now empty.
