It said the proposal by the Liberal government will be announced in April.

Under the proposed legislation, producers will be licensed by the state and the national age limit will be set at 18, but provinces will be able to set higher age limits.

Canadians wishing to grow marijuana in their own home will be limited to four plants per household.

The price and procedures for buying and selling marijuana will be controlled by the provinces.

Passing the bill would allow Trudeau to fulfil one of his more controversial campaign promises.

The Liberal platform says it is necessary to "legalize, regulate and restrict access to marijuana" in order to keep drugs "out of the hands of children, and the profits out of the hands of criminals."

But Trudeau has emphasised that it is not yet open season for recreational marijuana users.

"Until we have a framework to control and regulate marijuana, the current laws apply," said Trudeau.
