Addressing the 3rd Tripura Conclave on Friday, Governor Ray said the rights of the lower riparian cannot be denied.

"If India can sign and honour the Indus water treaty with Pakistan, despite all the wars and terrorism emanating from that country, it must work out a just water sharing regime with a friendly neighbour like Bangladesh," Governor Ray said.

He however, added that the amount of water that Bangladesh should get must be worked out by experts of Joint River Commission or a court of arbitration or through some other mutually agreed mechanism as soon as possible.

Governor Ray lavished praise on Bangladesh Prime Minister Sheikh Hasina for addressing India's security and connectivity concerns.

"The least we can do is to address Bangladesh's concerns on river water sharing. We should also extend all help to Bangladesh in fighting terrorism," he said.
