Harvard Law School Professor Arnold Marshal Zack wrote the export target set by the BGMEA could be achieved by 2021.
He expressed willingness to work with the industry lobby.
Bangladesh could become a top clothing manufacturer in the region including South-East Asia with concerted efforts, he wrote.
European Parliament's Green Member Jean Lambert said he was "overwhelmed at the ambitious future plans and recommendations" at the Dhaka apparel summit.
"I am waiting to see how the plans and recommendations are implemented with maintaining a sustainable and ethical standard," he said.
Thomas A Nelson, Vice President of VF Corporation, a top US buyer, was all praise for the BGMEA.
He believes the BGMEA had lifted itself to a new height with the summit that is "impossible for anyone to go beyond".
VF Corporation would continue its support to expand business in Bangladesh and financing with low interest for factory remediation, he added.
Assistant Professor Rachel Heath of University of Washington, Sarah Labowitz, Co-Director at New York University Stern Center for Business and Human Rights, among others, sent separate emails lauding the initiative.
