“Today Bangladesh is recognised as a pioneer and leader in using ICT and innovation in improving governance and citizen services.

“I feel very proud to have been able to make a contribution to this,” he wrote on the social media on Wednesday.

Actor Robert Davi handed him the award at a reception at the One UN Plaza Millennium Hotel’s conference room in New York on Monday.

The World Organisation of Governance & Competitiveness, Plan Trifinio, Global Fashion for Development, and School of Business of University of New Haven, Connecticut have initiated the award to observe the first anniversary of the adoption of the UN Sustainable Development Goals.

It is the first ever award to be given by the organisers to anybody.

In his Facebook post, Joy wrote that he was “honoured and humbled” to receive the award.

“This award truly belongs to all the members of our Awami League government. Each and every person from the senior most ministers down to the government engineers wholeheartedly adopted the concept of Digital Bangladesh and worked tirelessly to make it a reality,” it reads.

Joy was the first Bangladesh national to be selected as a Young Global Leader for 2007 as an Information Technology (IT) specialist by the World Economic Forum.

He is credited for leadership to the ‘Digital Bangladesh’ campaign which was one of the key electoral pledges of the Bangladesh Awami League when it came to power in December 2008.

A graduate in computer science, physics and mathematics from India's Bangalore University, Joy studied computer engineering at the University of Texas, Arlington in the US.

He did his Masters in Public Administration from the Kennedy School of Government at Harvard University.
