HC orders Dhaka board to give marksheets to SSC, HSC students if they ask for them

The High Court has ordered the Board of Intermediate & Secondary Education, Dhaka to provide marksheets to SSC and HSC candidates if they apply for it.

The order was issued in a verdict on a petition filed by a Dhaka board HSC candidate seeking court directive for getting the marksheet.

In the recently published verdict, the court ordered the Dhaka education board to introduce a system to provide copies of the transcripts in case any SSC or HSC candidates seek them in future.

Justices Dr Quazi Reza-Ul Hoque and Abu Taher Md Saifur Rahman had delivered the verdict.

They also ordered the board to issue plaintiff M Nafis Salman Khan his HSC transcript within 30 days of getting a copy of the order.

Mizanur Rahman, the board’s lawyer, said the Dhaka education board would now be bound to provide marksheets to any candidates seeking them in future.

But it would not be applicable for examinees of previous examinations, he added.

Plaintiff’s lawyer AKM Salahuddin Khan said they received the order’s copy on Aug 4.

In 2001, the education ministry issued a circular introducing grading system.

Results of SSC exams were published as per the grading system from 2001 and HSC from 2003.

An amended circular was issued on Jan 4, 2003 to this end.

The plaintiff claimed the boards stopped providing transcripts after introducing the grading system.

Khan passed the HSC from the Government Kabi Nazrul College in 2010 with a GPA of 4.3. He applied for his transcripts and re-evaluation of his papers.

He moved the High Court the following year challenging legality of the two circulars and seeking court order for getting his transcripts.

The court issued a ruling on Dec 7, 2011 after an initial hearing on the plea and delivered verdict on Apr 21 this year after a final hearing.
