It is one of the biggest infrastructure projects being taken up by the present government to ease vehicular movement in the capital Dhaka.
The road will be built under a Public-Private Partnership (PPP) project, Quader told reporters on Tuesday at the end of a meeting in the Secretariat on traffic management in the approaching holy month of Ramadan.
The 40-km Elevated Expressway has been estimated to cost Tk 87.03 billion, of which the government will provide Tk 22.58 billion.
A Bangkok-based Italy-Thai construction firm will execute the project.
Quader said the eight-km first phase will connect the Hazrat Shahjalal International Airport with the Mahakhali flyover.
The second phase will extend from Tejgaon to Kamalapur, and the last phase will link Kamalapur and Kutubkhali on the Dhaka-Chittagong Highway.
